What does it mean in a coop when the Private housing Finance Law Section 85(2)2 states at the discretion of the commissioner, in case of apartments with three rooms or less may be counted as half rooms. My question are they talking about 3.5 rooms with a kitchen or a an apartment with no kitchen. Also, Half room of 3.5 is what? Counted as 1.75 rooms. Rounding off to 2?
